As per with the Dominican constitution all the natural resources no matter where they are, belongs to the Dominican state, in theory no beach is private, and no beach must charge anybody, but you can offer other services like transportation if it is in a difficult access zone, rent tables, chairs, boats, a hotel just own a portion of the beach but the most of it is public, something you will see somebody to kick you out, you just have to tell them you're gonna report them and get your phone out and start to record everything
